Abstract

Perfection of professional higher education in Ukraine is defined as the global trends towards integration, human resources mobility, and national issues to improve the quality of education. Priorities for the development
of computer training systems are focused on the mobility of students, on the implementation of the concept of learning
throughout life, as well as international cooperation in the development of education systems. Value orientation of education is to expand the availability and mass education, guaranteeing equal chances to receive it, and the creation of a
continuous education system. Especially the value orientation of education are important for people who are already
working and want to learn on the job. Based on the systemic analysis of educational activities of universities to support
the processes of distance education defined a number of key parameters and functional subsystems, which together provide the efficiency of the project of construction of an information environment of the University.
